Portugal 2030 envisages a climate transition with the goal of achieving carbon neutrality by 2050. Compete 2030 was created for this purpose. The action pillars for this program seek to stimulate decarbonization and support companies in their transition to a greener future.

What is the Companies Decarbonization Program?
To understand this program, it's essential to first know four key informations:
- The program integrates the Strategic Goal 2, defined by Portugal 2030, called Portugal + Verde;
- It’s part of the Climate and Energy Transition Incentive System;
- Within SITCE, exists the Intervention Type - Decarbonization of companies - and within its scope, the Operation Type - Energy Efficiency and Decarbonization;
- Geographical area and recipients who can benefit from the support:: Companies located in the North, Center, and Alentejo, according to NUT II. Companies of any size, depending on the type of operation.
Now that you know the context of this program, it's important to explain its main goal, which is:
“Support for the reduction of energy consumption and greenhouse gas (GHG) emissions, namely through the replacement, adaptation or introduction of low-carbon equipment, processes and technologies and, in a complementary manner, the incorporation of renewable energy sources.” (Portugal, 2030)
Prepare your application sooner
The applications will be open from may to september of 2025 and with the benefits offered by this program, many companies will be applying.
You can secure support through the Assistance Application Registration (RPA), now available for submission. Submit the decarbonization and energy efficiency investment projects and prepare for this opportunity.
To be able to apply, it's essential to have your documentation in order, such as building permits. An energy audit will also have to be carried out to check the eligibility of the company.
Financial support up to 100% lost fund
For investments in interventions other than in buildings - base rate of up to 100%.
For investments in interventions in buildings - base rate of up to 30%, plus increases based on:
- Companies dimensions;
- Geographical location of the investment;
- Improvement in the energy efficiency of the building.
There may be a reduction of up to 15% if the investments comply only with the Union's minimum energy performance standards and the support is granted less than 18 months before the criteria are implemented.
Eligible expenses - Photovoltaic installations are included
The expenses eligible for funding in this program are divided into 4 categories:
- Total investment costs or necessary investment to achieve the highest level of energy efficiency;
- For interventions other than in buildings;
- For interventions in buildings;
- Expenses directly related to the development of the operation.

For interventions in buildings, the following expenses are eligible:
- Installations of integrated equipment that generates electricity, heating or cooling from renewable energy sources such as photovoltaic panels and heat pumps;
- Installation of equipment for storing the energy generated by renewable energy installations, whereby the storage equipment must absorb at least 75 % of its energy from a directly connected renewable energy generation installation on an annual basis;
The projects involving photovoltaic solar panels, energy storage systems and heat pumps are eligible for funding from this decarbonization program.
